摘要
近年来,我国经济腾飞及房地产市场的蓬勃发展带来不动产交易量的迅速增长,同时,不动产测绘技术也取得了长足的发展,不动产测绘成果质量逐渐成为影响不动产统一登记、不动产价值评估、财政税收等方面不可或缺的重要因素。而在实际过程中,现阶段测绘质量管理还存在诸多问题,如法律法规文件、操作守则不完善,测绘质量评价缺乏必要的标准等,导致了不动产测绘成果质量良莠不齐。本文综合现有质量管理体系理论,并结合不动产测绘质量管理现状,对不动产测绘质量管理开展探索性的研究,尝试构建一套具备充分性、适宜性、有效性的不动产测绘质量管理体系。
In recent years,with the rapid development of China's economy and real estate market,the transaction volume of real estate is growing rapidly.At the same time,the real estate mapping technology has also made great progress.The quality of real estate mapping results has gradually become an indispensable factor affecting the unified registration of real estate,real estate value evaluation,finance and taxation.In the actual process,there are still many problems in the quality management of Surveying and mapping at this stage,such as the imperfection of laws and regulations,operation rules,the lack of necessary standards for the quality evaluation of Surveying and mapping,which leads to the uneven quality of real estate surveying and mapping results.In this paper,the existing quality management system theory,combined with the real estate mapping quality management status,the real estate mapping quality management to carry out exploratory research,try to build a set of full,appropriate,effective real estate mapping quality management system.
