摘要
近年来部分农村地区未经审批违法乱占耕地建房问题日益突出且呈蔓延势头,直接触碰耕地保护红线,危及粮食安全根基。有效摸清农村乱占耕地建房底数,是扎实推进农村乱占耕地建房问题专项行动的基础。传统督察方法大多采用图表纸质文件引领外业核查,存在效率低、信息共享程度不高等问题,基于此,探讨了“国土调查云”的技术架构。依托该平台提出了农村乱占耕地建房专项行动的总体思路和工作流程,并以资中县为例开展了案例应用。结果表明,依托“国土调查云”可提高外业核查效率,相关研究成果可为构建督察执法信息化体系提供技术参考。
In recent years, the problem of farmland occupation for building house without approval in some rural areas has been increasing rapidly. This phenomenon directly touches the red line of cultivated land protection and endangers food security foundation. Effectively figuring out the number of houses built on unlawfully occupied farmland in rural areas is the foundation of solidly advancing the special action on rural land occupation for building house. Traditional inspection methods mostly use chart and paper documents to lead field inspections, which have problems such as low efficiency and low level of information sharing. In this context, we discussed the technical architecture of“Territory Survey Cloud”, and relied on the platform to propose the overall idea and work process of the special action on rural land occupation for building house.Finally, we carried out a case application in Zizhong County. The application results show that“Territory Survey Cloud”can improve the efficiency of field inspections, which can provide technical reference for supervision and law enforcement information system construction.
