摘要
承德市是全国率先开展市级自然资源“十四五”规划的地区之一,其规划编制经验具有示范作用。文章从自然资源规划编制的理论基础着眼,结合“十四五”期间承德市自然资源领域所面临的发展形势,分析了承德市自然资源事业发展的新机遇和新挑战,重点阐述了承德市自然资源“十四五”规划中的新发展格局内涵、水账碳账自然资源资产账“三笔账”、自然资源调查监测方法、历史文化名城保护等创新点,同时深入剖析了规划中顶层架构搭建、自然资源管理逻辑关系梳理等难点问题并提出对策。
Chengde city is one of the pioneer areas in China to carry out"the 14th Five-Year Plan"of municipal natural resources,and its planning experience plays an exemplary role.Focusing on the theoretical basis of natural resources planning and combining with the development situation confronted by the natural resources during"the 14th Five-Year Plan"in Chengde,the article analyzes the new opportunities and challenges for the development of natural resources in Chengde,and mainly expounds the innovation points from the following aspects,including the connotation of new development pattern in Chengde's natural resources planning,the"three accounts"of water account,carbon account and natural resources assets account,the survey and monitoring methods of natural resources,and the protection of historic and cultural cities,meantime,it deeply analyzes the difficult problems such as top-level frame construction and logical relationship of natural resource management in the planning and then puts forward countermeasures.
