摘要
迄今为止,日本的国土规划已先后制定六次。每次国土规划的制定,均依据日本当时所处的特殊的国际国内社会经济背景,按照需要解决的重大问题,提出明确的国土规划实施目标,并制订详尽的配套规划与政策手段以保障规划目标的实现。日本国土规划在缩小地区经济差距、平衡地区产业布局等方面积累了丰富的经验与教训。当前,我国东部、中部、西部与东北地区这四大板块的开发布局业已形成,如何促进这四大板块的协调发展,日本的国土规划在规划立法、规划体系、规划模式以及实施机制等方面提供了有益的借鉴与启示。
The national land planning in Japan has been revised five times since its establishment. Each time they take the special domestic and international social-economic backgrounds into consideration, put forward definite objectives and formulate detailed developmental plans and policies to ensure the realization of the objectives in accordance with particular problems solving. Japan＇s national land planning had accumulated rich experience and lessons in bridging regional economic gap and balancing regional industries＇ distribution. Now, the development pattern for four regions has formed in China. How do we progress these regions＇ development in harmony？ Japan＇s national land planning supplies us with four revelations in planning legislations, planning system, planning pattern and implementing mechanism.
