摘要
边疆治理模式存在族际主义与区域主义的分野,区域主义模式是当下边疆治理应该提倡与建构的主导性方向。建构区域主义的边疆治理,最重要的应是发掘并揭示其中蕴含的空间逻辑与内在机理。在德勒兹“空间层化”的视野下,国家在边疆所施行的治理使其从一个充满不确定性的“平滑空间”转变为被国家秩序化了的“纹理空间”,呈现出基于空间上的举措而推动国家权力在边疆延伸并重塑边疆社会秩序的过程。这不仅展现了区域主义边疆治理的空间意象,而且还揭示出边疆治理的内在逻辑与机理。“空间层化”的关键在于对流动性的控制与调节,由此推动空间形态的转换与社会秩序的重塑。通过“空间层化”这一概念的意象与机理,不仅可以理解历史上边疆治理的空间过程,而且对推动流动性情境下的当代边疆治理及其区域主义转向具有重要启示意义。
Ethnic nationalism and regionalism are the two models in the borderland governance.Regionalism should be advocated and constructed as the leading one today.The most important task to construct regionalism is to explore and reveal the spatial logic and internal mechanism of regionalism in borderland governance.From the perspective of Deleuze's“spatial stratification”,borderland governance implemented by the state has been transformed from a“smooth space”full of uncertainty to a“striated space”ordered by the state,presenting a process of extending the state power in borderland governance and reshaping its social order with spatial measures,which not only shows the spatial image of borderland governance,but also reveals its internal logic and mechanism.The key of“spatial stratification”lies in the control and regulation of fluidity so as to promote the transformation of the spatial form and the reconstruction of the social order of the borderland.Through the concept and theory of“spatial stratification”,we can not only understand the spatial process of borderland governance in history,but also get much enlightening significance for contemporary borderland governance and its turn of regionalism in the context of frequent mobility in the era of globalization.
