摘要
为明确新型冠状病毒大流行背景下重庆市中小学新型冠状病毒防控措施现况,为进一步加大防控力度寻找新的突破点,对重庆市39个区县的中小学新冠肺炎防控监进行拉网式检查。在制度建设方面,超过97%的学校建立领导责任制、成立疫情防控专门工作机构、具备传染病疫情防控工作方案、有突发公共卫生事件应急处置预案、有传染病疫情报告制度、有传染病防控健康教育制度等;77.85%的学校有预防接种证查验制度。在制度落实情况方面,超过97%的学校购置有防疫防护必需物资、设置有隔离观察场所、建立师生员工疫情档案、设置师生进校接受体温检测、落实"日报告""零报告"要求、在校师生员工佩戴口罩、设置废弃口罩桶;95.4%的学校饮用水符合《生活饮用水卫生标准》;81%的学校进行出水嘴每天2次酒精消毒;76.1%的学校的教室前排课桌前沿与黑板距离不小于2.2米。防控效果方面,自2020年春季重庆市中小学复课以来,迄今为止未发生中小学生新型冠状病毒肺炎感染案例。重庆市中小学在新型冠状病毒防控方面制度建设及落实方面较好,加强饮用水消毒管理、改善学校硬件设施建设是今后努力的方向。
Objective:To clarify the current situation of the prevention and control measures for the Novel Coronavirus in primary and secondary schools in Chongqing under the background of the Novel Coronavirus pandemic,and to find new breakthroughs for further strengthening the prevention and control efforts.Methods:Dragnet inspection was conducted on the prevention and control of new Coronavirus in 39 districts in Chongqing city.Results:(1)More than 97%school have established leadership responsibility system,special epidemic prevention and control organization,work plan for the prevention and control of infectious diseases,contingency plans for public health emergencies,reporting system of infectious diseases,health education system for the prevention and control of infectious diseases,morning(afternoon)inspection system,registration and tracking system of absence due to illness,and system of checking the certificate of returning to work.77.85% of the schools have vaccination certificate inspection system.(2)In terms of the implementation of the system,more than 97%of schools purchased the necessary materials for epidemic prevention and protection,set up isolation observation sites,established the epidemic situation files of teachers and students,set up teachers and students to receive temperature test,implemented the requirements of "daily report" and "zero report",disinfected the environment and the surface of objects,carried out the disinfection of garbage containers,set up waste mask buckets.95.4% of the school drinking water met the "drinking water hygiene standard".81% of the schools carried out alcohol disinfection twice a day.The distance between classroom front desk front and blackboard distance is not less than 2.2 meters in 76.1% of the school.(3)Prevention and control results:Up to now,there is no case of 2019 nCov infection among primary and secondary school in Chongqing since spring 2020.Conclusions:The construction and implementation of control and prevention system for Novel Coronavirus in primary school o
