摘要
基于2009—2019年中国省级面板数据,使用双重差分法对“互联网+”行动计划进行政策评估,并探讨“互联网+”对产业结构升级的异质性效应和传导机制。研究发现:(1)“互联网+”行动显著促进了我国产业结构升级,且在考虑同趋势检验和安慰剂检验后该结论依然成立;(2)在不同经济水平、政府效率和市场发育等外部条件下,“互联网+”对于产业结构升级的促进作用表现出明显的异质性;(3)“互联网+”对产业结构升级的促进作用可以通过资源配置和技术创新两条途径实现。最后,提出要从进一步加深互联网与实体经济的融合、深化数据要素市场化改革和推动经济增长动能转换三个方面加快我国产业结构转型升级,推动实现经济高质量发展。
Based on the provincial panel data in China from 2009 to 2019,this paper adopts“difference-in-difference method”to assess the policy of the action plan of"Internet plus"also discusses about different effects and transmission mechanism of“Internet plus”on the upgrading of industrial structure.The first finding of this research is the“Internet Plus”action has significantly promoted the upgrading of the industrial structure in China,and the conclusion is still valid after taking into account the same trend test and the placebo test;The second finding is the promotion effect of“Internet plus”on the upgrading of the industrial structure is obviously different under the external conditions as different economic levels,government efficiency and market development,and etc.;The third finding is the promotion of“Internet plus”on the upgrading of the industrial structure can be achieved through resource distribution and technology innovations.In the end,it proposes to accelerate the transformation and upgrading of the industrial structure and promote high-quality economic development in China from three aspects as further deepening the integration of the Internet and the real economy;deepening the market-oriented reform of data elements;and promoting the transformation of the momentum of economic growth.
