摘要
在世界贸易组织(WTO)面临严峻挑战、全球贸易体系亟需深刻变革之际,中国如何在WTO改革上为发展中国家争取合理的生存空间,在全球贸易体系变革中发挥建设性作用,推进我国更高水平制度型开放,增强我国制度性话语权,需要从国际制度演化视角在全球贸易体系变革的时代背景下和逻辑动因里探寻答案。在百年未有之大变局的时代背景下,推动全球贸易体系变革的动因不仅有WTO自身的问题,叠加不断增多的区域贸易协定造成的制度复杂性"内因",以及WTO未能跟上全球经济社会发展的步伐导致的全球贸易治理赤字"外因",而且有美国转向竞争性多边主义给多边贸易体系带来的制度性危机的"不内外因"。全球贸易体系变革的现实路径需要针对"三因"分类设计,才能实现WTO的现代性、代表性和有效性,推动全球治理体系更加公正、更为合理。
At present,the World Trade Organization(WTO)is encountering severe challenges and the global trade system is facing profound evolution.How China can fight for the other developing countries and play a constructive role in this evolution process,so as to enhance China’s higher-level institutional openness and strengthen China’s institutional discourse power,the answer lies in the time background and logic drivers from the perspective of evolution of international institution.Amid the background of great changes unseen in a century,the drivers to the evolution of global trade governance are composed of“internal causes”of institutional complexity resulted from the WTO’s crisis and proliferating regional trade agreements,“external causes”of governance deficit in global trade caused by the WTO’s lag behind the development of global economy and society,as well as of“factors neither internal nor external”stemmed from the institutional crises by the pivot towards contested multilateralism from the United States of America.Based on these“three factors”,the pragmatic paths leading to the evolution of global trade system should revive WTO’s modernality,representativeness and efficiency,in addition to promoting global trade system into a fairer and more rational era.
