摘要
基于政府支持与创新环境均会影响企业研发的理论预期,在构建创新环境指数、分阶段测算企业研发效率的基础上,运用纳入政府支持的面板计量模型,按创新环境高—中—低分组检验金融市场与创新环境对企业研发投入、研发效率的影响以及政府支持改善创新环境的路径与效应。结果表明:(1)所有企业的研发投入均面临来自金融市场与创新环境的严重约束,创新环境对技术研发的约束在创新环境高、中两组中表现得更为突出,中档组受创新环境的约束最为严重。(2)政府支持缓解创新环境约束存在多重路径,直接路径可使创新环境高、低档组约束发生由负到正的逆转性改变,但在中档组失灵;间接路径的股市效应强于信贷效应。(3)创新连续性是制约成果转化的核心因素,高质量创新环境是保持创新连续性、提高研发效率的重要支撑,政府支持破解创新困境的路径要在准确甄别创新环境水平的前提下分类施策方能奏效。
Based on the theoretical expectation that both government support and the innovation environment will affect the R&D of enterprises, on the basis of constructing the innovation environment index and measuring the R&D efficiency of enterprises in stages, then it uses a panel measurement model that incorporates government support to test the impact of financial market and innovation environment on R&D expenditure and R&D efficiency of the enterprises according to the high, medium and low innovation environment. The results show that the R&D expenditure of all enterprises faces severe constraints from the financial market and the innovation environment. The innovation environment’s constraints on technology R&D are more prominent in the high and medium groups, and the medium group is most severely constrained by the environment. There are multiple paths for government support to alleviate the constraints of the innovation environment. The direct path can reverse the constraints of the high and low environment groups of the innovation environment from negative to positive, but it fails in the mid-range group. The stock market effect of the indirect path is stronger than the credit effect. Innovation continuity is the core factor restricting the transformation of achievements. The high-quality innovation environment is an important support for maintaining innovation continuity and improving the R&D efficiency. The path for government support to solve the innovation dilemma must be classified and implemented on the premise of accurately identifying the level of the innovation environment to work.
