摘要 我国校园欺凌治理既有政策指导、立法规定,也有专项治理,但仍未达到预期目的,其主要原因是忽视了青少年法治思维的培育,因此需要将欺凌治理的重心调适为青少年法治思维培育。这既是有效遏制校园欺凌的需要,也是保障青少年全面发展的需要,更是建设法治国家的需要。基于此,要建构一套包含培育目标、培育原则和具体推进的多维体系,引导青少年形成法治思维,提升法治自觉,从根本上遏制校园欺凌。 Though with policy guidance,legislative provisions and special governance,the governance of school bullying in China still fails to achieve the expected goals.The main reason is that the cultivation of a rule⁃of⁃law mentality in teenagers has been neglected.Therefore,the focus of the governance of bullying should be shifted to the cultivation of a rule⁃of⁃law mentality in teenagers.It is needed to effectively curb school bullying,to ensure the all⁃round development of young people,and to build a country ruled by law.It is necessary to set up a multi⁃di⁃mensional system including cultivation objectives,principles and practical methods,to cultivate the rule⁃of⁃law mentality in teenagers,and enhance their consciousness of the rule of law to finally root out school bullying.
