摘要
能源结构逐渐转型,综合能源服务产业迅速发展,如何对综合能源服务成效进行评价至关重要。为了建立综合能源服务成效评价体系,分析了综合能源系统组成,建立了综合能源服务架构,提出综合能源服务评价指标,并基于正态云模型和模糊熵权法确定权重,针对不同场景建立综合能源服务评价体系并给出评价结果,最后提出了提升综合能源服务水平的对应政策措施。
With the gradual transformation of energy structure and the rapid development of comprehensive energy service industry, how to evaluate the effectiveness of comprehensive energy service is very important. In order to establish the comprehensive energy service effectiveness evaluation system, the composition of the comprehensive energy system is analyzed, the comprehensive energy service architecture is established, the comprehensive energy service evaluation index is put forward, the weight based on normal cloud model and fuzzy entropy weight method is determined, the comprehensive energy service evaluation system for different scenarios is established, and the evaluation results are given. Finally, the corresponding policies and measures to improve the comprehensive energy service level are put forward.
