摘要
枢纽型社会组织作为在政府与社会组织间起桥梁纽带作用的特殊主体,在实践中逐步发展出适合自身的功能定位和行动方式。在此过程中,体现了国家与社会关系变化的新情况。本文以浙江省H市枢纽型社会组织"Y中心"为个案,分析其创建和发展历程,以及如何获取治理结构中的"枢纽"性位置,并与政府、社会组织等其他主体共同构建"互依"式治理结构。Y中心建设"枢纽"位置的方式是围绕社会组织培育、第三方评估、标准化服务、社区社会工作服务等核心业务的运作,建构起以自身为纽带的基层社会治理共同体。伴随着政府、Y中心、社会组织以及其他主体共同参与治理过程,"结构互依"式的新型政府与社会互动治理关系逐步形成。在此结构中,枢纽型社会组织在产生组织增能、治理提升与平台建设效果的同时,也面临着行政化、功能受限与创新难的现实困境。
As a special subject that acts as a bridge between the government and social organizations,hub social organizations have gradually developed their own functional orientation and mode of action in practice. In this process, it reflects the new situation of the changes in the relationship between the state and society. Taking the “Y center” of the hub social organization in H City, Zhejiang Province as an example, this paper analyzes how to obtain the “hub” position in the governance structure in its creation and development,and realize an “interdependent” governance structure together with the government, social organizations and other subjects. The way Y center builds its own “hub” position is to build a grass-roots social governance community with itself as a link around the operation of core businesses such as social organization cultivation, third-party evaluation, standardized services and community social work services. While producing the effects of organizational empowerment, governance improvement and platform construction,hub social organizations are also facing the practical dilemma of administration, limited function and difficult innovation.
