摘要
为进一步健全完善政府购买公共文化服务制度,对28位主体的负责人和13个社区民众展开调查,梳理了购买主体、承接主体、专业主体和受益主体的不同立场和观点,并对各主体之间的博弈关系进行分析可以发现:把握公共文化机构在政府购买公共文化服务中的专业主体地位,发挥其天然的协调和引导作用,是打造政府购买公共文化服务良好生态系统的关键。在当下政府治理转型的过程中,政府购买公共文化服务无疑是重要的制度创新内容,而负责任创新的理论框架有助于我们更好地推动相应的制度建设。负责任创新要求考虑制度创新中涉及的多方面主体的需求与立场,力求在现有基础下协调各方利益,实现各主体的共同成长。
To further improve the system of government purchase of public cultural services, this study, investigates 28 heads of subjects and people in 13 communities, sorts out the different positions and opinions of purchasing subjects, undertaking subjects, professional subjects and beneficiary subjects, and analyzes the game relationship among the subjects. The authors point out that grasping the professional status of public cultural institutions in the government purchase of public cultural services and playing their natural coordinating and guiding roles are the keys to creating a good ecosystem for the government purchase of public cultural services. In the current process of government governance transformation, the government purchase of public cultural services is undoubtedly an important institutional innovation. It is reasonable and scientific to examine the relevant systems from the perspective of responsible innovation. Responsible innovation requires us to consider the needs and positions of various subjects involved in institutional innovation and strive to coordinate the interests of all parties on the existing basis,realize the common growth of all subjects.
