摘要
政府向社会力量购买居家养老服务是政府公共服务供给模式改革的有益探索,然而,当前政府向社会力量购买居家养老服务仍存在较多困境。西安市L区开展政府购买居家养老服务实践已有十余年的历史,仍面临竞争性购买不足、监督有盲点、资金短缺等问题。为此,文章建议加强服务承接主体市场建设,构建多层次监督管理体系,多种渠道增加为老服务社会组织资金供给。
It is a beneficial exploration for the reform of the government's public service supply mode that the government purchases home care services from social forces.However,there are still many difficulties for the government to purchase home care services from social forces.It has been more than ten years since L District of Xi'an city carried out the practice of government purchasing home-based aged care services.However,it still faces some problems,such as insufficient competitive purchase,failure of supervision,shortage of funds,etc.To overcome the difficulties,it is necessary to strengthen the construction of the main market of service undertaking,build a multi-level supervision and management system,and increase the fund supply for the social organizations through various channels.
