摘要
农业技术对外援助的可持续发展是我国农业国际发展合作的重要课题。在可持续发展、创新扩散和社会交换论的理论基础上对农业技术援助可持续发展的内涵进行分析,狭义的可持续发展注重经济性,而广义的可持续发展则包括经济、社会、科技和环境四个维度以及援助国、受援国、实施机构三个利益相关者角度,据此构建了可持续发展评价的分析框架——复合金字塔模型",进而以卢旺达菌草技术援助项目为例,采用模糊层次分析法建立其可持续发展评价指标体系,并进行了可持续发展水平的评价分析。
The sustainable development of foreign aid of agricultural technology is an important topic of International development cooperation in Agriculture for China.Based on the theories of sustainable development,innovation diffusion and social exchange theory,the connotation of sustainable development of agricultural technical foreign aid is analyzed.The narrow sense of sustainable development focuses on economic sustainability.The broad sense of sustainable development includes four dimensions of economy,society,science and technology,and environment,as well as three stakeholder perspectives of donor country,recipient country and implementing agency.Thus,an analytical framework for sustainable development evaluation-"composite pyramid model"is constructed.Taking the China aid project of Juncao technology to Rwanda as an example,the evaluation index system of sustainable development was established by using the method of Fuzzy analytic hierarchy process,and the sustainable development level was evaluated and analyzed.
