摘要
基于财经类高校专业的微观数据,使用模糊断点回归方法,选取人才培养质量、师资队伍与资源、科学研究、社会服务和社会声誉共5类指标,考察"双万计划"对人才培养质量的影响。实证结果显示,"双万计划"显著提升了高校专业进行一流建设的机会,提高了因"双万计划"而进行一流建设的高校专业的产出,推动了人才培养质量水平、师资队伍与资源水平、社会声誉水平的提高,但因"双万计划"而进行一流建设的高校专业身份流转不明显,造成这类高校专业的总人才培养质量水平的下滑。机制检验的结果显示,"双万计划"让受益的高校专业实现身份向上流转与否,是影响"双万计划"和人才培养质量关系的关键机制。研究认为,"双万计划"无法有效解决当前高校身份固化问题,也难以提升高校整体人才培养质量水平,未来应大力推动高等教育优质资源的合理分配,弱化高等教育优质资源的过度集中造成的身份固化,推动"双万计划"这一普惠性政策切实发挥提升人才培养质量水平的作用。
Based on the microcosmic data of specialties in Financial Colleges and universities, the research uses fuzzy regression discontinuity design and five indexes of talent training, faculty and resources,scientific research, social service and social reputation to explore the influence of " double ten thousand plan" on talent training quality. The empirical results show that "double ten thousand plan" improves the opportunities of specialties of universities and colleges to construct first class predominantly, improves the output of first-class construction of university majors due to the "double ten thousand plan", and promotes the improvement of talent training quality level, teaching staff and resource level, and social reputation level.However, the professional identity transfer of colleges and universities with first-class construction due to the " double ten thousand plan" is not obvious, resulting in the decline of the total talent training quality level of such colleges and universities. Mechanism testing result shows that whether " double ten thousand plan" causes the status mobility of specialties of universities and colleges is the key mechanism which influences the relationship between " double ten thousand plan" and talent training quality. The research concludes that " double ten thousand plan" couldn’t solve the problems of status solidification of universities and colleges and improve the whole talent training quality of universities and colleges, in the future, the government should improve the reasonable allocation of good resources of higher education,weakening the status solidification caused by excessive concentration of good resources of higher education,promote the function of inclusive policy of "double ten thousand plan" on talent training quality.
