摘要
上海城市地下空间开发规模增长迅速、利用类型丰富、综合效益显著,但也存在一些亟待解决的问题。介绍了上海地下空间开发利用的整体设想,分析了中心城区依托片区型城市更新建立健全片区型地下空间开发利用模式,提出了建立健全片区型地下空间开发机制的构想。上海应以片区综合统筹开发为重点,分区管控、分层利用、分类引导、分步实施,构建体系完整、功能复合、安全韧性、绿色智慧的地下空间开发体系,强化地下空间竖向分层、横向连通、有机生长,实现从城市的"地下空间"向地下的"城市空间"转变,让上海成为全国地下空间开发利用的示范城市。
The scale of urban underground space development in Shanghai is growing rapidly.The underground space is developed for various usages with remarkable comprehensive benefits.However,there are also some issues urgent to be solved.The overall concept of underground space development and utilization in Shanghai is introduced.A model of underground space development and utilization in the central urban area is analyzed based on zone-type urban renewal,and the concept of establishing a zone-type underground space development mechanism is proposed.Focus should be on the zone comprehensive and integrated development,zoning management and control,stratified utilization of underground space,classification guidance and step-by-step implementation,so as to build a complete,safe,resilient,green and intelligent underground space development system with integrated function.Through strengthening the vertical stratification and horizontal connectivity of underground space,the transformation of urban"underground space"into underground"urban space"will be realized,making Shanghai being a model city in the development and utilization of underground space.
