上海西岸金融城——区域更新统筹的全新实践

摘要 1 引言城市的变迁与发展史就是城市更新和改造史,城市更新是城市高质量发展的重要推动力。对于已经从大规模增量建设转向存量更新为主的新阶段上海,城市核心区更新是提高城市竞争力、增强城市软实力、提升全球服务功能的主要着力点。上海城市更新政策实施多年来,对推动城市风貌保护与发展起到了很大的作用,但也出现了城市更新主客体不清晰、核心利益协调需要进一步聚焦和突破、技术指标难以平衡等问题。 1.Introduction Urban renewal has always been an effective driving force for the quality development of a city and played a remarkable role in the evolution of many cities in the world.For Shanghai,which is shifting its focus from massive incremental construction to renewing the inventory,regenerating its urban core area will undoubtedly increase its competitiveness,soft power and service functions.Local urban renewal policies have been put into effect for many years now.Although they have indeed had a great deal of success in promoting the city’s transformation,renewal programs still face some challenges,including the ambiguity of entity/object,insufficient coordination of key interests,and inability to balance some technical indexes[1].Shanghai is now in a new stage where it is applying a new development paradigm,the goal is to serve as a central node for domestic circulation and a strategic link connecting domestic and international circulation.It is in this background that Shanghai has just passed“Shanghai’s Urban Renewal Ordinance”.
