摘要
在《政府和社会资本合作(PPP)项目绩效管理操作指引》制度实施的新形势下,以政府和社会资本合作(PPP)项目绩效评价体系构建为研究对象,本研究在文献研读、政策文件解读和案例研究的基础上,界定相关概念,梳理PPP项目存在的缺乏系统性绩效评价体系、绩效评价办法可操作性不足、绩效评价内容流于形式以及绩效管理程序缺失等问题,明确绩效评价与绩效管理其他环节的联系。并以江西省南昌市轨道交通3号线工程(B部分)PPP项目为例,采用访谈法确定并分析各级指标,使用层次分析法确定并分析各级指标权重,确定项目公司的三个一级指标、16个二级指标和47个三级指标的建设期绩效评价指标体系。得出《政府和社会资本合作(PPP)项目绩效管理操作指引》制度的实施发挥了积极作用,但当前大多数正在实施的PPP项目存在一些问题;PPP项目在绩效评价体系构建过程中要注意绩效评价与绩效目标以及绩效监控之间的关系;进行绩效评价时应重点考察产出类指标、安全管理指标、满意度指标和组织管理指标的结论。提出进行绩效评价时确定评价对象,做好PPP项目绩效评价的准备工作;明确财政、行业主管和实施机构的职责,尤其PPP项目公司的职责;以绩效管理为手段,充分识别PPP项目全生命周期各阶段存在的风险等对策建议。
Under the new situation of the implementation of the performance management guidance system of government and social capi⁃tal cooperation(PPP)project,this study takes the construction of the performance evaluation system of government and social capital coop⁃eration(PPP)project as the research object.In the literature to study policy document interpretation and case study,on the basis of defin⁃ing the relevant concepts,combing the PPP project there is a lack of systematic performance evaluation system of performance evaluation method lack of maneuverability performance evaluation content become a mere formality,and such problems as lack of performance man⁃agement program,performance evaluation and performance management at other stages.Taking the PPP project of Nanchang Rail Transit Line 3(Part B)in Jiangxi province as an example,this paper uses the interview method to determine and analyze the indicators at all lev⁃els,and uses the analytic hierarchy process to determine and analyze the weight of the indicators at all levels,and determines the perfor⁃mance evaluation index system of the construction period for the project company's three first-level indicators,16 second-level indicators and 47 third-level indicators.It is proposed that the evaluation object should be determined and the preparation of the performance evalua⁃tion should be done.Define the responsibilities of the financial department,the industry competent authorities,the implementation agen⁃cies and the project company in the performance evaluation process;Take performance management as a means to fully identify the risks in each stage of the whole life cycle of PPP projects and other countermeasures and suggestions.
