摘要
20世纪80年代以前,中国基层治理聚焦于“管理”,20世纪90年代中国的基层治理已经转向“治理”,而21世纪以来,中国基层治理开始追求“善治”.善治是当下城市社区追求的理想状态,也是党和政府正在努力探寻的治理方向.党建引领、结构优化、服务回应是城市社区善治的三维向度,其中党建引领是根本、结构优化是途径、服务回应是目标,只有遵循这三维向度,城市社区善治才能达到一个最佳的状态.在中国共产党的领导下,城市社区治理必须始终按照“党建引领—治理—服务”这一逻辑,坚持党组织领导这一核心地位不动摇,结合现实环境的变化不断优化治理结构,即调整“空间—单位”、“轴心—外围”的治理结构,从而在实践中不断回应居民的服务诉求.
Before 1980s,China's grass-roots governance focused on"management".In 1990s,China's grass-roots governance began to turn to"governance".Since the 21st century,China's grass-roots governancebegan to pursue"good governance".Good governance is the ideal state pursued by urban communities atpresent,and it is also the governance direction that the Party and the government are trying to explore.Party building guidance,structural optimization and service response are the three dimensions of goodgovernance in urban communities,in which party building guidance is the foundation,structuraloptimization is the way and service response is the goal.Only by following these three dimensions can goodgovernance in urban communities reach the best state.Under the core leadership of the Communist Partyof China,urban community governance always follows the logic of"Party building leading-governance-service",insists on the core position of Party organization leadership,and constantly optimizes thegovernance structure in combination with the changes of the real environment,that is,adjusts thegovernance structure of"space-unit"and"axis-periphery",so as to constantly respond to residents servicedemands in practice.
