摘要
目的:探索贵州省基层中医药健康扶贫情况及分析民众政策满意度的影响因素,为巩固中医药扶贫成果衔接乡村振兴战略提供参考依据。方法:采用多阶段分层随机抽样的方法对贵州省贫困县相关人员进行深入访谈及问卷调查,单因素分析采用χ^(2)检验,多因素采用有序Logistic回归分析。结果:农户政策了解渠道少、中医药多元化服务需求强烈、中药材种植规模与积极性不高等问题突出;60.1%受访者认为基层中医服务质量一般,62.3%受益于扶贫政策,85.2%认为基层开展中医远程医疗可行性强,68.2%不了解相关扶贫项目;"本地中医药馆建设能否满足医疗需求、是否获得扶贫资金补助、扶贫政策民众受益性"为政策满意度影响因素。结论:贵州省中药材种植缺乏相关支持、基层中医药服务质量与扶贫项目较弱、扶贫资金帮扶度待提高等,建议乡村振兴战略继续加强对基层中医药健康的帮扶,巩固中医扶贫成果使民众更加受益。
Objective To explore the status of grassroots health poverty alleviation of traditional Chinese medicine in Guizhou Province and analyze the influencing factors of the people’s policy satisfaction,so as to provide references for consolidating the achievements of poverty alleviation with traditional Chinese medicine and connecting the Rural Revitalization Strategy.Methods Multi-stage stratified random sampling method was used to conduct in-depth interview and questionnaire survey on relevant personnel in poor counties of Guizhou Province.Chi-square test was used for single factor analysis,and ordered logistic regression analysis was used for multiple factor analysis.Results There were few pathway for farmers to understand policies,strong demand for diversified services of traditional Chinese medicine,and low planting scale and enthusiasm of traditional Chinese medicine.60.1% of the respondents thought that the quality of grassroots TCM service was general,62.3% benefited from poverty alleviation policies,85.2% thought that it was feasible to carry out TCM telemedicine at grass-roots level,and 68.2% did not understand relevant poverty alleviation projects.The factors of whether the construction of local traditional Chinese medicine centers meeting the medical needs,whether obtaining poverty alleviation fund subsidies,and the public benefit of poverty alleviation policies can influence their policy satisfaction.Conclusion There is a lack of support on the planting of traditional Chinese medicine in Guizhou Province,weak service quality of grass-roots traditional Chinese medicine and poverty alleviation projects,and the developing assistance degree of poverty alleviation funds.It is suggested for Rural Revitalization Strategy to continue to strengthen the assistance to the health of grass-roots traditional Chinese medicine,consolidate the achievements of poverty alleviation of traditional Chinese medicine,and make the people more benefit.
