摘要
通过对西北五省区文化产业和旅游产业从资源融合向价值融合转变的剖析,构建了以价值融合为导向的文旅融合水平测度指标体系。在此基础上,运用耦合协调度模型对西北五省区文旅融合水平做出评价。结果表明,2013—2018年,西北五省区文旅融合水平总体平稳,无较大波动。横向上,文旅融合水平存在较大省际差异,仅有陕西省文旅产业为协调发展状态,其余四省区均处于失调状态。纵向上,2013—2018年,各省文旅融合水平变化幅度均较小。立足区域协调发展的角度,整合特色文旅资源,完善文旅融合的区域协调机制;增加科技要素投入,构建文旅融合的创新驱动机制;加强基础设施建设,打造文旅融合的支撑保障机制;拓宽资金来源渠道,形成文旅融合的多元投入机制;联动东部发达省份,优化文旅融合发展的外部协同合作机制,形成推动西北五省区文旅融合发展的合力。
By analyzing the transformation of cultural industry and tourism industry from resource integration to value integration in five northwestern provinces and autonomous regions,an index system for measuring the level of cultural and tourism integration guided by value integration is established.On this basis,the coupling coordination degree model is used to evaluate the integration level of culture and tourism in five northwestern provinces and autonomous regions.The results show that,from 2013 to 2018,the integration of culture and tourism in the five northwestern provinces and autonomous regions is generally stable,with no major fluctuations.Horizontally,the cultural and tourism integration is quite different among provinces.Only the cultural and tourism industry in Shaanxi Province is in a state of coordinated development,while the other four provinces and autonomous regions are in a state of imbalance.Vertically,from 2013 to 2018,the level of cultural and tourism integration in all provinces changed slightly.Based on the perspective of regional coordinated development,integrate the resources of characteristic cultural tourism and improve the regional coordination mechanism of cultural tourism integration;Increase investment in scientific and technological elements and build an innovation-driven mechanism for the integration of culture and tourism;Strengthen infrastructure construction and create a support and guarantee mechanism for the integration of culture and tourism;Broaden the sources of funds and form a multi-input mechanism for the integration of culture and tourism;Link the developed provinces in the east,optimize the external cooperation mechanism for the integration of culture and tourism,and form a joint force to promote the integration of culture and tourism in the five northwestern provinces and autonomous regions.
