深圳城中村社区平疫结合基础设施网络构建研究 被引量:3

摘要 "新冠肺炎"(COVID-19)疫情下人口高密度高流动性的城中村社区为防控带来重重危机,社区作为疫情发生后的第一反应单元具有不可忽视的韧性价值。文章提出社区平疫基础设施网络构建的工作框架,并以深圳市城中村典型X社区为例进行实证研究。采用Arc GIS空间分析等方法,以隔离人口规模筛选防疫卡点所在的住区中心构建泰森多边形来划定防疫单元,并依据基础设施可达性评价及社区空间防疫风险评价结果构建社区"平疫结合、刚弹相济"可韧性转换的基础设施及冗余空间网络。将公共卫生危机应急响应纳入防灾体系,提高高密度社区基础设施应急响应能力,为防灾防疫规划及治理提供物质空间支撑,对提升社区韧性及营造健康社区具有重要意义。 The characteristics of high density and high mobility of population under the COVID-19 have brought many crises to the epidemic prevention and control of China urban villages. As the first response unit after the outbreak of the epidemic, the community has the value of resilience that cannot be ignored. Taking a typical community in the urban village of Shenzhen city as the case, this paper proposed a working framework of network construction of community epidemic prevention infrastructure. By using ArcGIS spatial analysis method, the residential centers where the epidemic detection checkpoints located as spatial center points was selected to construct the Tyson polygon to delimit the epidemic prevention units according to the quarantine population size. Then based on the results of infrastructure accessibility evaluation and community space epidemic prevention risk assessment, the community infrastructure and redundant space network with a combination of normal and epidemic prevention situations were constructed. The integration of public health crisis emergency response with the disaster prevention system improves the emergency response capacity of high-density community infrastructure, providing physical and spatial support for disaster prevention, epidemic planning, and governance, which is important for enhancing community resilience and creating healthy communities.
