基于HAZID分析的VLCC清舱防疫研究

摘要 针对VLCC进厂维修前油舱清舱工作可能带来的新冠病毒防疫风险,采用HAZID分析方法,基于对象、行为、时间轴等范畴辨识可能存在的危险源,设定相应风险等级,从预防危险、消除隐患、过程控制,以及突发风险应急处理等方面提出风险控制的方法和建议,构建“全系统”的锚地清舱防疫工作HAZID分析报告,作为安全工作一部分融入清舱项目可行性方案,并在工作中跟踪落实。通过多次应用表明,基于HAZID分析的锚地清舱疫情防控措施可以实现有效防疫,保证了清舱过程中人员安全。 There are very danger risks of the new coronavirus by the oil tank cleaning work before the VLCC enters the factory for maintenance.The method of HAZID analysis will be helpful to identify potential hazard sources from object,behavior and time axis,and the corresponding risk level should be set.The risk control methods and suggestions should be put forward from the aspects of risk prevention,hidden danger elimination,process control,and emergency treatment of sudden risk.As a part of safety work,the HAZID analysis report is integrated into the feasibility plan of VLCC tank cleaning project,and is tracked and implemented in the work.It shows that the epidemic prevention and control measures based on HAZID analysis can achieve effective epidemic prevention and ensure the safety of personnel in the process of tank clearance.
