摘要
作为中国开放程度最高、经济活力最强的区域,粤港澳大湾区实现共同富裕具有极其特殊而重大的意义。推进粤港澳大湾区共同富裕,需要形成四大机制:财富三次分配机制、财富增长的发展机制、财富平衡的治理机制、价值共识构建与引领机制,它们分别提供内生力、支持力、协调力和引领力,从而推动实现共同富裕。从建立健全四大机制入手,实现粤港澳大湾区共同富裕的路径为:推动湾区市场一体化建设,释放增收潜能;助推产业融合和战略性新兴产业发展,支撑财富稳定增长;构建整体性粤港澳大湾区治理框架,平衡贫富差距;增收减支双向并举,大力培育社会中间阶层;构建价值共识,深耕共同富裕精神土壤。
As the most open and economically dynamic region in China,it is of great significance for the Greater Bay Area to achieve common prosperity.To promote the realization of common prosperity in the Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to form four mechanisms:the three-way distribution of wealth mechanism,the development mechanism of wealth growth,the governance mechanism of wealth balance,and the construction and guiding mechanism of value consensus.They provide endogenous force,supporting force,coordinating force and leading force respectively,thus promoting the realization of common prosperity.Starting from the establishment and improvement of the four mechanisms,the paths to realize the common prosperity of the Greater Bay Area are as follows:promoting the integration of the market in the Bay Area and releasing the potential of income increase;We will promote industrial integration and the development of strategic emerging industries to support steady growth of wealth.Establish an overall governance framework for the Guangdong-Hong Kong-Macao Greater Bay Area to balance the wealth gap;Increase income and reduce expenditure in both directions,vigorously cultivate the social middle class;Build value consensus and cultivate the spiritual soil of common prosperity.
