摘要
目的通过构建洪水灾害三级医学救援体系,提高洪水灾害医疗救援效率,降低救援人员伤病率。方法通过分析总结安徽抗洪抢险任务特点、救援人员伤情特点,研究医疗救援装备和人员配置方案,构建现场医疗救援队、省(市)级医疗救援队和国家医学救援队专家三级医学救援体系。结果通过应用抗洪抢险现场三级救援体系,有效提高了洪水灾害现场救援效率,并降低了救援人员伤病率。结论三级救援体系能够解决现场任务多而救援力量配比不足的问题,有效提升了洪水灾害现场保障效能。
Objective To build a three-level flood rescue system,and to improve the efficiency of medical rescue in flood disaster and reducing the rate of injuries and diseases of rescuers.Methods By analyzing and summarizing the characteristics of flood fighting and rescue mission and the injury of rescue personnel in Anhui Province,this paper studieds the medical rescue equipment and personnel allocation scheme,and constructed a three-level medical rescue system of experts from on-site medical rescue team,provincial(municipal)medical rescue team and national medical rescue team.Results Through the application of three-level rescue system,the rescue efficiency of flood disaster on site was effectively improved,and the casualty rate of rescue personnel was reduced.Conclusion The three-level res⁃cue system can solve the problem that there are many tasks on the spot and the ratio of rescue force is insufficient,and effectively enhance the field support efficiency of flood disaster.
