中国区域科技人才集聚与创新环境协同度评价研究——基于速度状态与速度趋势动态视角 被引量:12

Evaluating the Synergy Degree between Regional Science and Technology Talent Gathering and Innovation Environment in China from a Dynamic Perspective of Speed State and Speed Trend

摘要 科技人才集聚与创新环境之间相互影响,其良性协同是推动我国经济发展的关键。结合系统之间协同作用机理,构建科技人才集聚与创新环境复合系统,基于2008~2016年中国30个省、市、自治区(数据不包括西藏自治区和港澳台地区)的面板数据,测算协同度和动态变化综合效度,分析其发展规律、分布特征、协同发展阶段以及协同度的速度变化态势。研究发现:我国各省份科技人才集聚与创新环境协同水平较低,并且地区不平衡性突出,东部地区协同度优于中西部地区,空间异质性明显,但是差异逐年缩小;我国科技人才集聚与创新环境复合系统协同水平还有很大的优化空间,大部分省市处于中级协同发展阶段,促进两者向全方位协同阶段变化是当前创新环境建设的核心任务;科技人才集聚与创新环境的协同度的速度变化态势呈“逆马太效应”特征,东部协同度高,但速度态势趋缓甚至呈现下降趋势,属于“卓越区”和“下降区”,西部则与之相反,属于“低协同区”和“潜力区”。最后,提出促进复合系统协同发展的对策建议。 Based on the panel data of 30 provinces,cities and autonomous regions in China from 2008 to 2016(excluding Tibet,Hong Kong,Macao and Taiwan),a composite system of scientific and technological talent gathering and innovation environment is constructed according to the synergy mechanism between the systems,the synergetic degree and the comprehensive validity of dynamic change is calculated,and the developing tendencies,distribution characteristics,synergetic development stages and the velocity changing trend of synergetic degree are analyzed.The results show that the level of synergy between scientific talents gathering and innovation environment is low,and the regional imbalance is prominent.The synergy degree of the eastern region is better than that of the central and western regions,and the spatial heterogeneity is obvious,but the difference is narrowing year by year.There is still room for optimization in the synergy level of the composite system of scientific talents gathering and innovation environment in China.Most provinces and cities are in the intermediate collaborative development stage,so promoting the two to change to the all-round collaborative stage should become the core concern of the current innovation environment construction.The changing speed trend of the synergetic degree of the composite system shows "anti-Matthew effect" in each region.The synergetic degree in the east is high,but the speed is slowing down or even showing a downward trend,which falls into the Excellence zone" and "fall zone" while the situation in the western region is exactly opposite,which belongs to "low synergetic zone" and "potential zone".Finally,countermeasures and suggestions are proposed to promote the coordinated development of the composite system.
