中国共产党新闻舆论宣传工作在新媒体时代的制度创新 被引量:7

摘要 新媒体时代,不仅是信息技术与传播方式急剧变革的时代,也是我国政治、经济、社会、文化等各方面发生深刻变化的时代。本文将中国共产党新闻舆论宣传工作在新媒体时代的制度创新归纳为五个方面:将舆论监督纳入党内监督条例,保障公民知情权、表达权、参与权、监督权,《政府信息公开条例》颁行,《互联网新闻信息服务管理规定》施行与修订,推动媒体融合发展。这些新闻舆论宣传工作的制度创新,与国家治理体系和治理能力现代化的建设互为表里,相互支持,相互促进,彰显了党的新闻舆论宣传工作与时俱进、不断创新的时代特色。 The new media era is not only an era of rapid changes in information technology and communication mode,but also an era of profound changes in China’s politics,economy,society and culture.This paper summarizes the institutional innovation of the news and publicity work of the Communist Party of China(CPC)in the new media era into five aspects:including public opinionbased oversight into the inner-Party supervision regulations;guaranteeing the people’s right to know about,right to participate in,right to have free expression about and right to oversee government affairs;the promulgation of the Regulations on Making Government Information Public;the implementation and revision of the Regulations on the Administration of Internet News and Information Services;and promoting the integrated development of media.These institutional innovations in news and publicity work and the modernization of the national governance system and governance capacity complement and support each other,emphasizing that the Party’s news and publicity work keeps pace with the times and continues to innovate.
