摘要
在整理相关老旧小区改造文献的基础上,结合青岛市官厅小区的实际情况,分析总结出PPP模式下老旧小区改造的影响因素,并向参与该项目的政府机构及企业人员进行问卷调查,使用灰色关联度分析和聚类分析筛选出20项对官厅小区改造影响较大的因素。通过构建ISM模型,得出PPP模式下青岛市官厅小区改造影响因素之间的层级关系以及如下结论:法律法规的完善程度、制度体系的健全程度是PPP模式下老旧小区改造成功与否的深层次关键影响因素,建筑性能提升难度、基础设施改善难度、后期运营管理能力、对居民生活的影响程度、街区历史文化的保护程度是最直接的影响因素。根据分析结果,有针对性地从政府、社会资本、社区等方面提出了一些建议。
On the basis of sorting out relevant literature on the renovation of old communities,combined with the actual situation of the Guanting community in Qingdao city,the paper analyzes and summarizes the influencing factors of the old community reconstruction under the PPP mode,and conducts a questionnaire survey to the government agencies and social enterprise personnel participating in the project.Finally,the paper sums up four major categories of primary indicators,including government,social capital,community,and social environmental,and twenty secondary indicators by using gray correlation analysis and cluster analysis,which provides the basis for the research on the influencing factors of the renovation of the old community under the PPP model.Through the construction of the ISM model,the hierarchical relationship among the factors affecting the transformation of the old district of the Guanting community in Qingdao city under the PPP model is obtained.The twenty factors are divided into six levels,and they are interrelated.According to the results of the model,the following conclusions are drawn:The perfection of laws and regulations and the soundness of the institutional system are the in-depth key factors affecting the success of the old community reconstruction under the PPP mode;The difficulty of building performance improvement,the difficulty of infrastructure improvement,the later operation management ability,the degree of influence on residents′lives,and the degree of protection of the history and culture of the block are the most direct influencing factors.As a result,some suggestions are made from the government,social capital,and communities in a targeted manner,with a view to providing new ideas for the research on the transformation of old communities under the PPP model.
