摘要
新时代强化人民代表大会制度优势对于实施和加强“全过程人民民主”具有极为重要的意义。首先,人民代表大会制度是中国特色社会主义国家制度体系的重要组成部分,也是支撑中国新时代国家治理体系和体现治理能力的根本政治制度,具有统一治理价值及目标、凝聚治理力量、保障治理效果等重要功能。其次,随着全球化时代国家层面的制度竞争加剧,国内突发重大安全风险的挑战增多,高质量发展要求更高的治理水平,对发挥人民代表大会的作用提出了更高要求。再次,人民代表大会制度本身还存在统筹协调能力有待加强、上下级人民代表大会之间的联系不够紧密、人大代表的构成及履职能力不强等因素,需要加强建设。最后,要在新时代更好地强化人民代表大会制度优势,提升国家治理效能,应当强化其内外衔接功效,增进国家治理体系的有机性;优化统筹协调功效,强化国家治理体系的整体合力;提高制度回应功效,提升国家治理体系应对风险挑战的能力。
Strengthening the advantages of the system of People’s Congresses in the new era is of great significance for implementing and strengthening the whole-process people’s democracy and improving the efficiency of national governance.First of all,the system of People’s Congresses is an important part of the socialist state system with Chinese characteristics,and also a fundamental political system to support China’s national governance system and governance capabilities in the new era,taking on such important roles as unifying governance values and goals,gathering governance forces and ensuring governance effects.Secondly,with the intensification of institutional competition at the national level in the era of globalization,the emergence of major domestic security risks and challenges has increased,and the high-quality development requires a higher level of governance,which means even higher requirements for the role of the National People’s Congress(NPC).Thirdly,the system of People’s Congresses itself needs to be strengthened in that its overall planning and coordination needs further development,the connection between different levels of the NPC is not close enough,and the composition of the NPC delegates and their ability to perform duties are not satisfactory,etc.Finally,in order to strengthen the advantages of the system of People’s Congresses and enhance the efficiency of national governance,the internal and external linkages of the system should be strengthened,the coordination of the system should be optimized,the overall synergy of the national governance system should be strengthened,the effective response of the system should be improved,and finally,the ability of the national governance system to respond to risks and challenges should be enhanced.
