摘要
随着银发浪潮的到来,近几年我国各地老龄化趋势越来越严重,养老问题也成为社会的热点问题之一。作为省会的哈尔滨市更是我国老龄化问题非常严重的代表城市之一。目前,哈尔滨市的老龄化正处于高速发展期,具有范围广、增速快的特征。随着经济水平的不断提升,物质的供给已经无法满足老年人养老的需求,更多的需要精神上的慰藉。目前哈尔滨市文化养老因为传统观念、家庭方面、政府和社会的支持、老年大学的局限性以及政策的薄弱存在着一些问题。哈尔滨市解决文化养老的对策是:加大宣传力度,提升老年群体对文化养老的认识;转变传统的养老观念,从家庭层面认识到文化养老的重要性;加强和高等院校合作,提升文化养老的硬件设施;加大资金投入,为文化养老活动的开展提供资金支持;充分发挥政府的政策和引导职能,推动文化养老的长远发展。
With the arrival of the wave of silver hair,the aging trend in China has become more and more serious in recent years,and the pension problem has become one of the hot issues in the society.As the provincial capital,Harbin is one of the representative cities with a very serious aging problem in China.At present,the aging of Harbin is in a period of rapid development,with the characteristics of wide range and fast growth.With the continuous improvement of the economic level,the material supply has been unable to meet the needs of the elderly,and more spiritual comfort is needed.At present,there are some problems in cultural pension in Harbin because of traditional concepts,family,government and social support,the limitations of universities for the elderly and the weakness of policies.The countermeasures to solve the cultural pension in Harbin are:strengthen publicity and improve the elderly group's understanding of cultural pension;change the traditional concept of providing for the aged and realize the importance of cultural providing for the aged from the family level;strengthen cooperation with colleges and universities to improve the hardware facilities of cultural pension;Increase capital investment to provide financial support for the development of cultural elderly care activities;give full play to the government's policy and guidance functions and promote the long-term development of cultural pension.
