摘要
基于要素协调和区域协同建立工业绿色协同发展的概念示意图,参考权威评价指标体系,基于资源、环境与经济协调的绿色发展内涵构建工业绿色发展指标体系,考虑动态性、兼顾主观与客观计算权重,综合运用AHP和引入时间加权向量的粗糙集理论,并设置分级标准,利用耦合协调度模型和局部协同度模型对2012—2018年京津冀13市工业绿色协同发展的相对水平和绝对水平进行测度,进一步识别关键障碍因子。结果发现:(1)除天津有所下降外,其余市域工业绿色发展及资源利用、环境质量等均有不同程度的改善,但绝大多数市域工业增长质量下降较快。(2)除承德仍处于勉强协调区外,其他市域工业绿色要素协调均已跨入协调区,其中沧州、衡水、邯郸、邢台、唐山、张家口等处于初级协调区,但沧州和衡水上升趋势不明朗。(3)京津冀工业绿色发展及资源利用、环境质量的区域协同已分别跨入良好协同区、中级协同区和优质协同区,但与河北11市工业资源利用区域协同的差距不断扩大;增长质量区域协同由中级协同跌至勉强协同但有回升趋势。
A conceptual diagram of industrial green coordinated development is established based on element coordination and regional coordination,and referencing authority evaluation index system,the index system of industrial green development is established based on the connotation of green development which is the coordination of resources,environment and economy.Considering the dynamic,subjective and objective,comprehensively use the AHP and rough set theory with time-weighted vector to calculate weights.Use the coupling coordination degree model and the local coordination degree model to measure the relative and absolute levels of the industrial green coordinated development of 13 cities in Beijing-Tianjin-Hebei from 2012 to 2018.And the key obstacle factor is further identified.The results show that:(1)Except for Tianjin,the industrial green development,resource utilization and environmental quality of other cities have improved to varying degree,but most cities are declining rapidly in the quality of industrial growth.(2)With the exception of Chengde,which is still in the reluctant coordination area,the coordination of industrial green elements in other cities has entered the coordination zone.Among them,Cangzhou,Hengshui,Handan,Xingtai,Tangshan and Zhangjiakou etc.are in the primary coordination area,but the upward trend of Cangzhou and Hengshui is not clear.(3)The regional coordination of green industrial development,resource utilization,and environmental quality in Beijing-Tianjin-Hebei has stepped into good coordination zones,intermediate coordination zones,and high-quality coordination zones,but the gap with the regional coordination of industrial resource utilization in 11 cities in Hebei has been increasing.Quality regional coordination has fallen from intermediate coordination to barely coordination,but there is a trend of recovery.
