全民教育30年全球教育包容性发展成就与挑战——基于1990年以来UNESCO的教育数据分析 被引量:5

摘要 全民教育是一项旨在满足儿童、青少年以及成人的基本学习诉求,推动全球教育包容性发展的国际主张和全球承诺,至今已历经30年发展历程。基于1990年以来联合国教科文组织发布的教育数据分析发现,全球残障儿童的全纳教育体系基本建立,全球男女性别均等指数趋于改善,各国基础教育普及性水平稳步提高,全球公民读、写、算等基本能力显著增强。与此同时,全民教育仍面临世界区域贫富差异悬殊,性别歧视尚未完全根治,全球大中小学教育阶段发展不均等多重挑战。面向"教育2030"远景目标,未来全民教育应优化教育公平行动方略,巩固弱势群体教育成果,扩大教育经费投入占比,强化全民教育质量关注,精准施策国际教育援助,以推动全球教育高质量包容性发展。 Education for All is an international proposition and global commitment aimed at meeting the basic learning needs of children,adolescents and adults,and promoting the development of global inclusion in education,which has developed for 30 years.Based on the education data analysis of the UNESCO since 1990,it is found that the global inclusive education system for disabled children has been established basically,the global gender parity index has tended to perfect,the popularization level of elementary education in various countries has been steadily improved,and the basic abilities of global citizens such as reading,writing and calculating have been enhanced significantly.But EFA still faces multiple challenges,including the wide gap between the rich and the poor in the world,the gender discrimination that has not yet been fully solved,and the unbalanced development of global universities and schools etc.Facing the perspective goal of education2030,EFA should optimize the action strategy of education equity,consolidate the education achievements of vulnerable groups,expand the proportion of education funding,strengthen the attention to the quality of EFA,and implement international education aid accurately,so as to promote the high-quality and inclusive development of global education.
