摘要
2021年是实现巩固拓展脱贫攻坚成果与乡村振兴有效衔接5年过渡期的开局之年。开局之年的政策调整聚焦防止规模性返贫的底线,强调政策效果的可持续性,充分考虑了脱贫攻坚与乡村振兴的承接关系,有助于推动巩固脱贫成果同乡村振兴有效衔接。一年以来,实地调研案例县的“两不愁三保障”成果均持续稳固。在实践中,不宜制定一个规模性返贫的量化标准,各级乡村振兴部门要力争实现政策的平稳过渡,警惕部分帮扶政策的调整可能带来的致贫返贫风险,将帮扶措施进一步做实做细,持续巩固脱贫成果。与此同时,要清醒意识到,巩固脱贫成果和实施乡村振兴不是截然分开的两个阶段,衔接之中和衔接之后仍有巩固任务。
The year of 2021 is the first of the planned five-year transitional period from consolidating and expanding the achievements of poverty alleviation to the realization of rural revitalization.The policy adjustment for this year focuses on preventing the large-scale return to the bottom line of poverty,emphasizes the sustainability of the effects of the adjustment,and takes into full consideration the progressive relationship between poverty alleviation and rural revitalization,all of which facilitate the effective transition from consolidating the achievements of poverty alleviation to rural revitalization.Throughout this year,the results of field studies have proven the sustaining efficacy of the policy adjustment.In practice,it is not appropriate to formulate a quantitative standard for large-scale poverty return.Government at all levels should strive to accomplish a smooth transition of policies,stay alert to the chance of return to poverty that may be caused by the adjustment of some support policies,further implement and specify the support measures,so as to maintain the achievements of poverty alleviation.Meanwhile,we should be soberly aware that consolidating the results of poverty alleviation and implementing rural revitalization are not two distinctively separate stages.There are tasks of consolidating the achievements both during and after the transition.
