摘要
培育和增强乡村振兴内生动力契合乡村振兴战略的价值旨归,是防范和化解规模性返贫风险的必要之举,也是促进乡村实现可持续发展的迫切需要。当前,乡村振兴内生动力不足主要与农民主体意识匮乏、基层组织作用发挥有待提高、专业人才保障不足、产业发展水平较低、文化建设不够完善等因素有关。对此,在加强宣传与培训、增强农民主体意识,完善乡村制度体系、加强基层组织建设,推动乡村人才建设、增强乡村潜在活力,补齐产业发展短板、夯实乡村经济基础,加强乡村文化建设、培育文明乡风等方面提出培育和增强乡村振兴内生动力的对策建议,从而助力乡村振兴在新征程上行稳致远。
Cultivating and enhancing the endogenous impetus of rural revitalization should tally with the value of the rural revitalization strategy,which is a necessary alleviation to prevent and resolve the risk of large-scale poverty,and also an urgent need to promote the sustainable development of rural areas.At present,the lack of internal impetus for rural revitalization is mainly related to the lack subjective consciousness among farmers,the needed improvement of primary-level party organizations,the insufficient guarantee of professional talents,the low-level development of industrial,and the imperfect cultural construction.To tackle this,we make proposals for cultivating and enhancing the endogenous impetus of rural revitalization by strengthening propaganda and training,increasing farmers’subject consciousness,improving the rural system to strengthen the construction of primary-level party organizations,promoting the construction of rural talents,enhancing the rural potential vitality,making up for the shortcomings of industrial development,intensifying rural economic foundation,enhancing the foundation of rural economy,strengthening the construction of rural culture,boasting the cultivation of civilized rural custom,and so on.So as to help Rural Revitalization in the new journey up steadily.
