近岸水域联合监控方法研究

摘要 "人-机-环境"是水面交通安全学的基础模型,水面环境探测是该模型的重要组成要素,利用雷达和AIS(自动识别系统)可以对目标位置进行探测,而视频监控对目标种类以及行为识别有显著效果.本文设计了一种近岸水域联合监控系统,系统以雷达、AIS设备支持的近岸监控基站为数据中心,通过移动通信网络,以基站探测参数引导辖区监控云台视轴及无人巡航艇动作.通过苏通大桥附近水域的试验性论证,方案能有效开展智能联合监控,对近岸水域防止交通违法、非法作业等有重要意义. Man-Machine-Environment is the basic model of surface traffic safety.Surface environment detection is an important element of the model.The target position can be detected by radar and AIS(automatic identification system),and video surveillance has significant effects on target type and behavior recognition.A joint monitoring system for nearshore waters is designed in the paper,and the nearshore monitoring base station supported by radar and AIS is designed to be the data center which can guide the action of PTZ visual axis and unmanned cruise ship by the mobile communication network.The scheme is proved to be effectively in intelligent joint monitoring by the experimental demonstration near Sutong Bridge,which is of great significance to prevent traffic violations and illegal operations in the coastal waters.
