摘要
为贯彻执行我国老年人运动促进健康政策,积极、低成本应对人口老龄化及其伴随的社会问题。通过查阅相关文献,基于史密斯政策执行模型的框架,分别从理想化政策、政策执行机构、政策目标群体和环境因素4个维度出发,分析政策、机构、群体与环境的内在关系和互动逻辑,阐述4种维度下老年人运动促进健康政策执行面临的困境,包括:政策内容模糊引发执行失据;执行机构联动不足导致执行低效;目标群体存在自利诱发执行惰性;政策环境资源匮乏引致执行失衡。优化途径:应完善政策体系,以细化政策执行标准为导向;健全执行机制,以提高政策执行效率为保障;深化宣传力度,以创新政策激励机制为动力;改善文化氛围,以拓宽政策资源途径为关键,依此构建“四维融合”的老年人运动促进健康政策执行的新格局。
To implement the policy of health promotion for older people in China,and to actively and cost-effectively respond to population ageing and its accompanying social problems.Through reviewing relevant literature and based on the framework of Smith's policy implementation model,it analyse the internal relationship and interaction logic between policy,institutions,groups and the environment from four dimensions,idealised policy,policy implementation agencies,policy target groups and environmental factors,respectively,and elaborate on the dilemmas faced by the implementation of health promotion policies for older people under the four dimensions,which contains the ambiguity of policy content has led to a lack of evidence for implementation,insufficient linkage of implementation agencies has led to ineffective implementation,self-interest of target groups has induced implementation inertia,and a lack of resources in the policy environment has led to imbalance in implementation.It is necessary to improve the policy system and refine policy implementation standards as a guide,improve the implementation mechanism and enhance policy implementation efficiency as a guarantee,deepen publicity efforts and innovate policy incentive mechanisms as a driving force,and improve the cultural atmosphere and broaden the access to policy resources as a key,so as to build a new pattern of"four-dimensional integration"for the implementation of health promotion policies for the elderly.
