摘要
随着工业化、城镇化步伐的加快,我国不少村庄出现空心化、原子化的趋势,基层乡村治理受到严重挑战,打破这一困局的关键在于重建已衰落的公共性。移动互联网能突破时间与空间的限制,虚拟公共空间就此诞生,“离散化”的村民再次相聚,社会关联重归紧密;村民在其间就公共事务展开共同讨论,公共性的建构由基层公权力唱独角戏变为多元主体的“共同协作”;虚拟公共空间也是博弈场,被赋权的村民通过协商、竞争形成制衡,权力结构得以优化,基层治理水平提升。由此可见,村民基于移动互联网的信息生产、传播实践阻断了共同体的衰落趋势,为乡土公共性的重建带来可能。
With the acceleration of industrialization and urbanization,many villages in China have become hollowed out and at omized.Grassroots village governance has been seriously challenged.The key to breaking this dilemma is to reconstruct the de clining publicity.The mobile Internet can break through the limitations of time and space,and virtual public space emerged.The"dicentalized"villagers gather again,and the social connection become close again;Villagers discuss public affairs in the virtual public space,and the construction of rural publicity has changed from a one-man show of the public power at the grass-roots level to a“co-operation”of multiple subjects;Virtual public space is also a place for gaming where empowered villagers form checks and balances through negotiation and competition,the power structure is optimized,and the grassroots governance level up.It can be seen that the villagers'information production and dissemination practices based on mobile Internet have blocked the de cline of the community and brought the possibility of the reconstruction of a new type of rural publicity.
