摘要
高质量的统计数据是准确判断人力资源服务业发展形势、正确分析问题、科学做出决策的前提条件,是支撑人力资源服务业高质量发展的重要基础。进一步明确和界定人力资源服务业的统计范围、业态范围、指标体系等,设计出适合全国范围的人力资源服务业全口径统计制度和统计指标体系,十分必要。近年来,各地加大了人力资源服务业统计工作力度,积极探索行业统计工作新制度和新方法,力求更加全面了解和掌握人力资源服务业的发展情况。本文从四川人力资源服务业全口径统计工作实践探索角度,通过学术理论界、政策文件和企业对人力资源服务及其业务形态的释义和应用梳理,分析了当前人力资源服务行业统计中存在的突出问题,提出了人力资源服务业的统计范围、指标、制度、建议,力求为政府业务主管部门、国民经济统计部门和研究机构行业的统计工作提供决策参考。
High-quality statistical data is a prerequisite for accurately judging the development situation of human resource service industry,correctly analyzing problems and making scientific decisions,and is an important basis for supporting the high-quality development of human resource service industry.It is quite necessary to further clarify and define the statistical scope,format scope and index system of human resource service industry,and design a full-caliber statistical system and statistical index system suitable for human resource service industry nationwide.In recent years,all localities have strengthened the statistical work of human resource service industry,actively explored new systems and methods for industrial statistical work,and striven to more comprehensively understand and master the development situation of human resource service industry.From the perspective of practical exploration of full-caliber statistics of human resource service industry in Sichuan,this paper analyzes the prominent problems existing in the current statistical work of human resource service industry,puts forward the statistical scope,indexes,systems and suggestions of human resource service industry,and strives to provide a decisionmaking reference for the statistical work carried out by government service departments,national economic statistics departments and research institutions.
