摘要
社会工作具有鲜明的政策品性。以社会工作的视角审视社会工作与社会政策的关系,从纵向上看,二者之间经历了一个从混融为一体,到或者偏向“改变个人”或者注重“影响社会”,再到整合为一个整体的发展过程。从横向上看,二者之间呈现出一种不可分割的、相互影响的、前者影响胜于后者的关系。从社会政策在社会工作中的走向看,社会工作作为社会福利政策的传递系统,政策实践日益从社会工作实践的一个领域和背景走向社会工作实践的方法,并且与直接方法形成了既相互联系又相互区别的关系,发展成为重要的专业方法。这些对中国社会工作专业实践和专业教育训练都具有重要的意义。
Social work bears a striking policy Attribute.From social work perspective,vertically,the rela⁃tionship between social work and social policy has went through a developmental process from mixing to⁃gether,to attaching importance to either“changing individuals”or“influencing social environment”,then integrating into a whole.Horizontally,they have presented an inseparable and interactional relation⁃ship on which the influence of the former is stronger than the latter.From the trend of social policy in so⁃cial work,social work founctioning as a delivery system of social welfare policy has increasingly extended from a field and a background of social work practice to a method of social work practice,which develops into a vital professional method that is both interrelated with and distinct from the direct social work method.These findings have important implications for social work practice and education in China.
