摘要
高等教育领域“放管服”改革是承接国家、政府、高校为一体的综合性改革,是深化高等教育综合改革的重要组成部分。中西部高校基于“放管服”的改革逻辑,从人、财、物等方面入手,不断深化人事制度、财务制度、资源分配制度等领域的改革,为提升办学水平提供了制度保障。中西部高校借助高等教育领域“放管服”改革,一定程度地释放了办学活力,激活了办学潜力,提升了办学水平,但也面临着内部改革条件不成熟和外部改革环境不理想的现实困境。在高等教育领域“放管服”改革的视角下,中西部高校只有形成创新的发展理念、发展核心、发展原则,搭建协同、高质量、特色的发展框架,建构多元治理逻辑关系,优化内部治理体系和能力,拓宽办学水平竞争力,才能进一步探索出适合中西部高校提升办学水平的发展之路。
The reform of“streamlining administration and delegating power,combining decentralization and management,and optimizing services”in the field of higher education is a comprehensive reform that integrates the state,the government and universities,and is an important part of deepening the comprehensive reform of higher education.Based on the reform logic of“streamlining administration and delegating power,combining decentralization and managment,and optimizing services”,colleges and universities in central and western China have continued to deepen the reform of personnel system,financial system and resource allocation system from the aspects of human resources,finance and materials,providing institutional guarantee for improving the school-running level.Thanks to such a reform in higher education,central and western universities have released their school-running vitality to a certain extent,activated the potential and improved the level of school-running.However,they are also faced with practical difficulties of immature internal reform conditions and the unsatisfactory external reform environment.From the perspective of such a reform in higher education,colleges and universities in central and western China should form innovative development concepts,cores and principles,build a coordinated,high-quality and characteristic development framework,construct multiple governance logic relations,optimize the internal governance system and capacity,and broaden the competitiveness of school running level.Only in this way can the development path fit for colleges and universities in central and western China be further explored so as to improve their educational level.
