摘要
国民教育中的外语教育旨在培养国民外语能力与国家外语人才,分为三个层次,即基础外语教育、专业外语教育、精英外语教育。基础外语教育培养公民外语能力,提升公民素质;专业外语教育培养一般外语人才,为行业与社会经济发展服务;精英外语教育培养高端外语专才,应对全球事务与全球治理。随着经济全球化、政治多极化、文化多元化的深入,国民外语教育应该自觉融入全球教育的理念,循序分级推进,培养公民的全球意识(global awareness),培养一般外语人才的全球视野(global mindset),培养高端外语专才的全球胜任力(global competence),以呼应国家战略,应对人类新的挑战。
In national education system,the general goal of foreign language education is to develop citizens'foreign language proficiency and to cultivate language specialized personnel for the country with a hierarchy of three levels.The basic level orientates citizens'language proficiency to enhance citizenship and civic literacy.The intermediate level targets training qualified language personnel for the community and society.The top level fosters trans-cultural personhood with the capacity and disposition to understand and act on issues of global significance.With the deepening of economic globalization,political multipolarization and multiculturalism,foreign language education should involve global educationin due order and upbring to a global perspective,nurturing global awareness,global mindset and global competence respectively so as to prepare recipients to meet the demands of the country and face the new challenges before all humanity.
