摘要
考虑到国内外尚无统一的完整性管理效能评价相关规范,且国内油气田集输管道完整性管理日趋精细化常态化,基于国内外行业标准和中国石油企业标准,提出了一种针对油田区域特点的典型指标体系建立方法。建立了包含工作流程、实施方案、风险层面、管理层面、经济层面等5个维度的指标体系。效能评价以结果为导向,避免了落入梳理复杂系统内部逻辑联系的陷阱,能够科学、客观地反映评价对象管道完整性管理效能现状。采用专家打分法对指标进行量化,利用数据包络分析法计算相对效能值,统一了各油田公司效能评价标准。建立的效能评价指标体系及所采用的效能评价方法能有效计算管道完整性管理效能值,能为管理者提供真实、有效的决策依据,提高管道完整性管理效率。
Both considering the reality that there are no unified regulations about integrity management performance evaluation internationally and the fact that integrity management for gathering pipeline in domestic oil and gas fields has become more normalized and dedicated,a typical type of index system establishment method targeting at oil field regional characteristics has been proposed based on national and international industrial standards and CNPC corporate standards.The index system involves five dimensions as workflow,implementation plan,risk level,management level and economic level.The result-oriented performance evaluation has avoided being trapped by looking into the internal logic connections in complex system,and scientifically and objectively reflected the current status of the evaluating object’s pipeline integrity management.Besides,by utilizing expert scoring method to quantify the indexes and data envelopment analysis method to calculate relative performance values,this article has unified the performance evaluation standards for each oil field company of CNPC.As a result,the established performance evaluation index system and its adopted method can effectively calculate pipeline integrity management performance values meanwhile providing realistic and effective decision basis for managers and increasing efficiency in pipeline integrity management.
