摘要
目的探究福建省境内铁路食堂存在的食品安全风险及其影响因素,从对食品安全产生影响的因素入手制定相应风险控制策略。方法以2019年福建省境内铁路食堂年度静态风险因素量化分值和年内日常食品安全监督动态检查评定资料为一般研究资料,随机选择30户福建省境内铁路站段、公寓、机关食堂为研究对象,对研究对象存在的食品安全问题、发生的原因及管控措施等方面进行分析。结果2019年度福建省境内铁路食堂年度静态分值在5~13分之间,日常食品安全监督动态检查分值在8~21分之间,年度综合评定等级A级3户、B级25户、C级1户、D级1户。日常监督检查结果显示,食品安全问题主要有许可及安全管理制度不健全[16.67%(2/12)]、营业场所环境卫生问题[16.67%(2/12)]、设施设备管理问题[16.67%(2/12)]、加工制作及备餐与供餐问题[16.67%(2/12)]。对综合分析存在较大食品安全风险的单位下发风险告知书共7份、风险预警通知书1份。结论面对铁路食堂食品安全存在的问题,从存在的主要问题与风险因素入手,分析存在的原因,采取有效风险管控措施,制定相对应的从业人员意识提升策略、管理制度健全策略、从业人员培训策略、设备设施投入与管理策略等,以消除食品安全隐患,有效避免食品安全问题再次发生,确保铁路内部食堂的食品安全。
Objective To explore the food safety risks and their influencing factors in railway canteens in Fujian Province,and formulate corresponding risk control strategies from the factors that affect food safety.Methods With the quantitative scores of annual static risk factors of railway canteens in Fujian Province in 2019 and the dynamic inspection and evaluation data of daily food safety supervision during the year as general research data,30 canteens of railway stations,apartments,and government in Fujian Province were randomly selected as the research objects.The food safety issues,causes,and control measures of the research subjects were analyzed.Results In 2019,the annual static score of railway canteens in Fujian Province ranged from 5 to 13 points,and the dynamic inspection score of daily food safety supervision ranged from 8 to 21 points.The annual comprehensive assessment level was level A in 3 households,level B in 25 households,level C in 1 household,and level D in 1 household.The results of daily supervision and inspection showed that food safety issues mainly included inadequate licensing and safety management systems[16.67%(2/12)],environmental sanitation issues in business premises[16.67%(2/12)],management issues of facilities and equipment[16.67%(2/12)],and processing,preparation,and feeding issues[16.67%(2/12)].A total of 7 risk notifications and 1 risk warning notification were issued to the units that had a high food safety risk in the comprehensive analysis.Conclusions Faced with the problems of food safety in railway canteens,we should start with the main problems and risk factors,analyze the reasons,take effective risk control measures,and formulate corresponding strategies for raising awareness of employees,improving management systems,training employees,and investment in equipment and facilities and management,to eliminate hidden food safety hazards,effectively avoid recurrence of food safety problems,and ensure food safety in the canteens inside the railway bureau.
