摘要
目前关于区域经济发展的研究大多只关注城镇化的作用,却普遍忽视了城镇化在区域经济空间的溢出效应对经济增长的影响力。本文在不同区域经济空间回波效应叠加的基础上,基于青海涉藏地区经济增长的回应能力探索发现:青海涉藏地区城镇化的经济增长效应在兰西城市群空间溢出效应显著,两种效应叠加形成的经济集聚力明显。正是地区经济集聚能力差异引发城镇化的经济增长异质性后果,青海涉藏地区更易通过资源集聚和消费提升扩大城镇化影响,集聚能力甚至显著抑制东中部地区城镇化的经济增长效应。同时将青海涉藏地区作为与兰西城市群联系紧密且具有一定规模和功能的地区载体,通过青海涉藏地区6个自治州的数据分析,并对其发展的现状进行分析,提出青海涉藏地区高质量发展的"五高"愿景:高品质农畜产品生产空间、高活力创新创业空间、高品质居住生活空间、高颜值生态建构空间、高效率发展制度空间。最后提出针对性建议,提升青海涉藏地区经济发展,形成兰西城市群双核心经济循环发展格局,铸牢民族共同体意识。
At present,most studies on regional economic development only focus on the role of urbanization,but generally ignore the spillover effect of urbanization in regional economic space on economic growth.Based on the overlapping of spatial echo effects of different regions and the exploration of the response capacity of economic growth in Tibet-related areas in Qinghai province,this paper finds that the spatial spillover effect of urbanization economic growth in Tibet-related areas in Qinghai is significant in Lanzhu-Xining urban agglomeration and the economic agglomeration formed by the superimposition of the two effects is obvious.It is the difference of regional economic agglomeration capacity that leads to the heterogeneous consequences of urbanization’s economic growth.Tibet-related areas in Qinghai are more likely to expand the impact of urbanization through resource agglomeration and consumption promotion,and agglomeration capacity even significantly inhibits the economic growth effect of urbanization in the eastern and central regions.Meanwhile,as the regional carriers with a certain scale and function,the Tibet-related areas in Qinghai are closely connected with the Lan-Xi urban agglomeration.Based on the analysis of the development status of the 6 Tibet-related autonomous prefectures in Qinghai,the paper explores five aspects of high-quality development in Tibetan areas in Qinghai,including high-quality agricultural and livestock products production space,high-energy innovation and entrepreneurship space,high-quality residential living space,high-value ecological construction space,and high-efficiency development system space.Finally,this paper proposes suggestions to enhance the economic development of Tibetan areas of Qinghai,form a dual-core economic circular development pattern of the Lanxi urban agglomeration,and build a strong sense of national community.
