摘要
民营经济是拉动经济增长、创造岗位需求、强化自主创新、提升开放水平的重要力量,推动民营经济高质量发展是构建“双循环”新发展格局的客观需要。但与构建“双循环”新发展格局矛盾的是,现阶段中国民营经济尚面临资金链断裂风险加剧、要素成本增加、创新成本高企、创新动力不足、市场开拓难度大、营商环境欠佳以及治理水平偏低等突出问题与挑战。基于高质量发展的目标要求,应通过降本减负与融资纾困“双发力”,打造轻装上阵的微观主体;推进营商环境与体制机制“双优化”,增强发展信心;依托管理与技术“双创新”,全面提升竞争力。
The private economy is an important force that drives economic growth,creates job demand,strengthens independent innovation,and improves the level of openness.Promoting high-quality development of the private economy is an objective need to build a new development pattern of"dual cycles".However,in contradiction with the establishment of a new"dual cycle"development pattern,my country's private economy is still facing an increased risk of capital chain rupture,increased factor costs,high innovation costs,insufficient innovation motivation,difficulty in opening up markets,and poor business environment.As well as outstanding issues and challenges such as the low level of governance.Based on the target requirements of high-quality development,the"dual power"of cost reduction,burden reduction and financing relief should be used to create a micro body that is lightly packed;Promote the"dual optimization"of the business environment and institutional mechanisms to enhance development confidence;Rely on management and technology"double innovation",comprehensively enhance competitiveness.
