摘要
为科学评价区域科技成果转化效率,促进区域高新技术产业发展、带动经济增长,采用三阶段DEA-Windows模型,剔除环境因素和随机干扰对科技成果转化效率的影响,测算安徽省16个地级市2014—2019年的科技成果转化效率,并分析其时空演进特征。研究发现:在没有控制环境因素的情况下,16市规模效率的均值大于纯技术效率的均值,而在控制环境因素后,纯技术效率的均值显著提高、规模效率的均值大幅下降,最终得出规模效率不高是制约安徽省科技成果转化效率提升的主要原因;从影响因素来看,地区的政府财政支持、R&D活动企业数、生产总值、高校在校学生人数以及实际利用外资等因素对科技成果转化均具有显著的影响;总体上看,16市中有将近一半的城市处于低要素水平发展阶段,但各市的3种效率值均逐年上升,全省科技成果转化效率正在缓慢提升中。根据研究结论,提出纯技术效率、规模效率双高型城市扩大科技创新成果产业化规模,效率单高型城市因地制宜补齐短板,效率双低型城市强化政府引导作用,构建以科技成果转化为核心的区域协调机制解决地区间成果转化效率不平衡问题,不断提高环境资源利用效率等对策建议。
In order to scientifically evaluate the transformation efficiency of regional scientific and technological achievements,promote the development of regional high-tech industries,and drive economic growth,this paper adopts the three-stage DEA-Windows model to eliminate the impact of environmental factors and random interference on the transformation efficiency of scientific and technological achievements,calculate the transformation efficiency of scientific and technological achievements in 16 prefecture-level cities in Anhui province from 2014 to 2019,and analyzes its spatial and temporal evolution characteristics.The research finds that without the control of environmental factors,the average scale efficiency of 16 cities is greater than the mean of pure technical efficiency,and after controlling for environmental factors,the mean of pure technical efficiency increases significantly,and the mean of scale efficiency decreases significantly,it can be concluded that the low scale efficiency is the main reason restricting the transformation efficiency of scientific and technological achievements in Anhui;and from the perspective of influencing factors,the government financial support,the number of enterprises carrying out R&D activities,the GDP,the number of college students and the actual utilization of foreign capital factors have a significant impact on the transformation of scientific and technological achievements;in general,nearly half of the 16 cities are in the development stage of low factor level,but the three efficiency values of each city are increasing year by year,and the transformation efficiency of scientific and technological achievements of the whole province is slowly improving.According to the research conclusion,the paper puts forward some countermeasures and suggestions such as double-high pure technical efficiency and scale efficiency cities expanding the industrialization scale of scientific and technological innovation achievements,singlehigh efficiency cities strengthening weak links accordi
