比较视野下中国教育高质量发展的战略定位 被引量:6

The St rategic Posit ioning of China's High-quality Educational Development in Comparative Perspective

摘要 教育的战略策划事关重大,世界主要大国均十分重视。世界主要大国无论发达与否,都注重教育的立国与强国作用,且兼顾公平与效率、质量与创新,具有质量与效率并存、个人与社会兼顾的战略定位特征。我国面向未来的教育高质量发展应强调将“高质量战略”付诸实践,注重现代化与可持续发展须在理念上融通、行动上一致,在处理内外关系上审时度势、调适应变,在参照借鉴共同经验的同时,兼顾差异化、特色化战略思路。 The st rategic planning of education is of great importance to all major countries in the world.The study provides an overview of the future oriented strategic positioning of education in the world s major powers at three levels:overall,comprehensive,and operational strategies.All countries,whether developed or not,focus on the role of education in nation building and strengthening,take into account equity and efficiency,quality and innovation.On the basis of comparing the similarities and differences of education strategies in each country,the characteristics of their strategic positioning in terms of quality and efficiency,as well as individual and social balance,are reviewed.Inspired by the experiences of the above mentioned major countries,China's future oriented high quality educational development should clearly define the following strategic positioning:the vision of“education power”must be put into practice by“high-quality strategies”;modernization and sustainable development must be conceptually compatible and consistent in their actions;the st rategic posit ioning should adapt to the situation in terms of internal and external relations;the strategic ideas of differentiation and specialization should be taken into account while referring to the common e xperience.
