中国海洋话语传播刍议--基于“21世纪海上丝绸之路”倡议的视角 被引量:3

摘要 基于“21世纪海上丝绸之路”倡议的顶层设计与实践经验,中国已初步形成了具有本土化、民族化特色的海洋话语体系。然而,中国海洋话语传播效果不佳且缺乏战略统筹,弱化了中国海洋话语的国际影响力,并令“21世纪海上丝绸之路”倡议频频受到西方海洋联盟国家的污名化,陷入“有理难言”的困境。中国应从传播者、传播内容、传播途径、传播对象(受众)和信息反馈等角度出发,系统探究海洋话语传播过程中的不足,进而提出优化对策,形成科学严谨、前后呼应以及“一地一策”“一事一策”的海洋话语对外传播大战略。 Based on the top-level design and practical experience of“the 21st Century Maritime Silk Road”Initiative,China has initially formed a maritime discourse system with“localization”and“nationalization”characteristics.However,the low efficiency of China’s maritime discourse communication as well as the lack of strategic coordination weakens the international influence of China’s maritime discourse,and makes that initiative frequently stigmatized by the western maritime alliance countries,and falls into the dilemma of“finding it hard to vindicate oneself”.Therefore,China needs to explore the deficiencies in the process of maritime discourse communication from the perspectives of communicator,communication content,communication channel,communication object(audience)and information feedback,and then puts forward the optimization countermeasures to form a scientific and well-planned macro strategy on maritime discourse external communication,which should be consistent and precisely targeted with“one policy for one place”and“one measure for one issue”.
