摘要
作为中国生态文明体制改革的重要政策工具,多元化生态补偿机制越来越受到国内决策者和研究者重视。国内外对多元化生态补偿机制开展了大量研究,国内也进行了推进多元化生态补偿机制建设的实践探索。基于文献综合分析法与比较分析法,梳理当前国内外多元化生态补偿的研究基础,从参与机制及运行机制等方面对国内外多元化生态补偿文献进行汇总分析;总结中国在多元化生态补偿实践中取得的积极进展、社会资本引入生态补偿机制的实现路径以及面临的问题与挑战。最后,从加快生态补偿立法进程、完善多元化生态补偿可持续融资机制、创新生态产品价值实现途径等方面提出了科学推进多元化生态补偿机制建设的建议。
As an important policy tool of China’s ecological civilization system reform,the diversified ecological compensation mechanism has been paid more and more attention by domestic policy makers and researchers.A large number researches on diversified ecological compensation mechanism at home and abroad have been carried out,and the practice for scientifically promoting the construction of diversified ecological compensation mechanism has been carried out in China.Based on the literature comprehensive analysis method and comparative analysis method,the research foundation of diversified ecological compensation at home and abroad was sorted out,and the diversified ecological compensation literatures were analyzed from the aspects of participation mechanism and operation mechanism.The positive progress achieved in the practice of diversified ecological compensation,the realization path of social capital into ecological compensation mechanism,and the problems and challenges were summarized.Finally,some suggestions on scientifically promoting the construction of diversified ecological compensation mechanism were put forward from the aspects of accelerating the legislation process of ecological compensation,improving the sustainable financing mechanism of diversified ecological compensation,and realizing the value of innovative ecological products.
